Steve Grubbs is the founder and CEO of Victory Enterprises, Inc. Steve is a former Iowa state representative and Chairman of the Republican Party of Iowa. He graduated from the University of Iowa Business school as well as its law school. Steve has extensive experience in politics, both as a candidate and in the management of campaigns.

Brian serves as the President of Victory Enterprises, Inc. Brian’s extensive political experience includes time as field staff for Lamar Alexander’s Iowa 1996 Iowa Caucus campaign, Organization Director for U.S. Senator Charles Grassley’s re-election in 1998 and Executive Director of the Legislative Majority Fund, overseeing Iowa State House and State Senate campaigns. In addition, Brian also worked in an official capacity for U.S. Congressman Tom Latham. Brian also served as an alderman for the City of Davenport from 2006 – 2007.

Kelli Grubbs serves as Chief Financial Officer for Victory Enterprises, Inc. Her undergraduate degree is in journalism from the University of Iowa. In addition, she graduated with distinction from the University of Iowa Law School and was formerly a law partner with Stanley, Lande and Hunter in Davenport, Iowa.

Matt Bisbee has served in the role of Illinois Director for Victory Enterprises Inc since April ‘05. He works with a diverse clientele, including those in politics, commercial business, interest groups and issue advocates. Prior to joining Victory Enterprises Inc., Bisbee served several years as Communications Director for U.S. Rep. Tim Johnson (IL-15). Additionally, he spent five years in broadcasting, including time in Decatur and Champaign markets. Matt Bisbee holds a B.A. in History from the University of Illinois at Urbana-Champaign.

Steve Schoeffel began his career as Doorkeeper of the Illinois House in 1995 and Illinois House Republican Policy Staff from 1995 through 1999. He went on to work for two executive branch agencies before serving as Executive Director of Illinois Lawsuit Abuse Watch, a not-for-profit grassroots legal reform organization. He has served in management positions in municipal, congressional and statewide campaigns over the past fifteen years, including as Campaign Manager for municipal and State House candidates, Field Director for a congressional campaign, Deputy Press Secretary for a candidate for Illinois Governor, and as Communications Director for a candidate for Illinois Secretary of State. Wayne was promoted to the Messaging Coordinator in 2006 and helped manage the campaign that won 92 seats. He has extensive experience in opposition and policy research, polling construction and analysis, message development, media design and production, and direct mail fundraising. Betty joined Victory Enterprises in April of 2003 as the Administrative Assistant to CEO, Steve Grubbs. Prior, she served as Vice President of the Davenport Chamber of Commerce. A lifetime of public service, Betty has served on dozens of boards for various community organizations. She is active in the Iowa Federation of Republican Women and is a Past President of Scott County Republican Women.
